What's the blue aura around some of my pokemon?

This indicates that your pokemon was caught recently - My best guess is within the last 24 hours.

Are the servers down?

Well you can check this by googling pokemon go server status. Give it 10-15 minutes and usually you can get back on.

What's the rarest pokemon?

As of yet we can't really say, it's still too early. However there have been hints at all 151 1st gen pokemon being included so one would assume the legendary birds, mew and mewtwo.
